Heavy armor is used by the Guardian and Warrior professions.

Toughness is a defensive character attribute which reduces incoming strike damage ("power" damage). The base value of toughness for a level 80 character with no equipment is 1000, and each attribute point put into toughness increases the Armor attrubute of the character by one.

Gold allows the unlock of a second dock (as well as hangar and garage), but it takes ~20K gold chests to make the 15ff to do so.
